Pursuant to the Council’s delegation to me of the responsibility for planning and managing all American operations for the dispersal of G88 in schools, I herein report on the current situation in I.S. 406 located in Bayside, Queens, New York City. It is one of several schools of the existing education markets in the United States which was among the last to employ G88, mainly due to the difficulty in obtaining compliant agents in the relevant local board of education. That obstacle has now been overcome.

Over the past school year at I.S. 406, we have achieved a saturation rate of 99.9% of our target goal of the student body. DNA adjustment has been effectuated with overwhelming success as demonstrated by an average 38% overall increase in student testing scores across grades 6, 7 and 8.

Teachers and administrative staff have also shown tremendous increases in productivity.

G88 has made great strides essential to its intended purpose of modifying and eventually eliminating the human instincts that block the mind’s clarity of perception of our species’ impending dangers. This blockage has been experientially proven due to the innate survival drive. G88 has been shown to engender a novel instinctive selflessness through a combination of group compassion and cold rationality. Continuous exposure to G88 appears to be optimal in replacing the species’ animalistic instincts of individualistically destructive greed and violence with the new instincts.

We had, however, encountered some resistance at I.S. 406, in the persons of one Harry Epstein, a New York lawyer, and a student at the school, one Joshua Lee. It appears that Lee was one of a very few children immune to G88. It further appears that at the instigation of Epstein, Lee began organizing fellow immune students to frustrate our work by threatening to expose our efforts in the courts and possibly through wider investigation via social media.

The school’s administrative staff were fully involved in the promotion of our work. However, due to the mischief caused by Epstein and Lee, all administrative staff have been rotated out of I.S. 406 to other locations, some for re-education and some to schools already following our program, and have been replaced with a core of our more experienced and ardent operatives who come from schools in other parts of America. Additionally, Dr. Wang Jingwei, one of the developers of G88 in China, has been assigned to I.S. 406 to study the failure of G88 in students evidencing immunity.

It appears that Epstein and Lee, suspecting our work was causing genetic changes in the students and staff, used the ruse of a class science project in order to secure DNA samples from Lee’s classmates, which Epstein then submitted to a chemist for analysis. The analysis apparently confirmed Epstein’s suspicion. At that point, Epstein and two lawyers working under his direction
approached the NYC Board of Education with demands to investigate the situation at the school. Our agents at the Board of Education handled the matter by having our U.S. importer of G88, the New Day, Inc., attempt to negotiate a quiet termination of the lawyers’ demands. Despite their best efforts, New Day, Inc. was unable to prosecute the necessary settlement of the situation.

We also took expeditious steps to quash the problem. With the cooperation of the New York education officials, we replaced the leadership staff at I.S. 406 so that the G88 program could proceed on a more progressive track. We relocated New Day, Inc. to a remote location on the outskirts of New York City so that those geneticists and marketing agents can conduct their work out of sight of prying eyes.

Epstein and Lee are now in our hands, as are two lawyers who had been working under Epstein’s direction. Epstein and the two lawyers have been moved offshore. They have bright minds that possess elements worth extracting for further study.

The boy has been taken to our re-education program in Maine to cultivate him in our Guardians Corp. We are confident he will become a valuable member of the Guardians. He showed signs of commitment once he felt compassion for his peers and what they were experiencing. He showed the spirit to persevere, just the kind of spirit we need to accomplish our plans. He will never be more than a cog in our wheel. We will see to that. His mother might be more difficult to manage, but we are confident she cannot stop us. Their DNA appears resistant to G88, so we must use alternative means to incorporate them into our regime. The odds are overwhelmingly in our favor.

Of course, when dealing with humans, nothing is, as they like to say, written in the stars. To believe otherwise is folly. We have far to go before eliminating the dynamics of chance in human behavior. We must keep working to perfect G88. We must utilize in whatever ways efficacious those people who appear as obstacles, because every obstacle has aspects that can be peculiarly and uniquely exploited to our benefit. Every effort we make is essential to our quest to save humanity from itself.
